Race Flag Border

Essentially take the race flag boarder (shows current flag situation on track) from the relative overlay and make it stand alone. Essentially you would be able to put the race flag boarder to appear as a boarder around your screen - can set it to be a resolution for sizing and thickness of boarder. Choose the flag info/wording to be top or bottom of screen.
