Overlay Hotkeys Not Working As Intended Broken

When launching an overlay from a hotkey, an abnormal overlay window opens. When navigating to the Overlay via the UI, it does not indicate the overlay is open. Clicking "Open" will open a second overlay window. The hotkey is not bound to the main overlay window (aka the window that opens when you click "Open"). As a result, completely controling overlays via hotkey is not possible, and auto-open overlay windows cannot be closed with the hotkey.
